“Creativity is organic. You can’t plan for it.”

Now I wonder if creativity becomes similar to spontaneous order (read this).
Creativity is without doubt of benefit to the society and the social system, influencing the competitive advantage of a nation, group, etc. Can creativity be controlled or better yet, should it be controlled in order to be more effective? Talking about the “Creative Class”, the linked article would thus imply the existence of a deterministic force guiding the development of creativity. So then … let’s all breed creativity, let’s harvest it…

However, if it is an “emerging” process… the result of spontaneous little geniuses, of brainy-people who are not yet “produced in economies-of-scale” … it would not be possible to just contain it and control it. There aren’t geniuses on Sillicon Valley only. They are scattered everywhere in the world. So then? Would the Creative Class be effective, not to metion trully successful?
